tribunals.
"To be sure, the Pearl Harbor parallel is also revealing in its asymmetry. Roosevelt was describing an attack visited upon America
from without. What we are describing now is an American president threatening an attack upon a foreign civilian population of 90
million. The infamy is not something done to the United States but something being threatened by it, something threatened by its
elected leader, in its name, with its military, before the entire world."
